This tutorial is also written on the paint shop pro tutorial section, so if you get lost half way, I would suggest you read both.

Open up your icon. I used an icon of myself ;D

Now, on your right side screen, look for a box that says "windows and actions." If you do not see it, go to [Window >> Actions].

On your box, click on this little icon It will create a new icon, name it. I named mine Liz because the icon is about me. Now, the action will start recoding all of the steps you do to your icon.

You can now start making new layers with effects. Click on the Create new Layer Icon and start. Once you do all your steps and have the icon you like. Hover over the small square button (stop playing/recording). You can view how my icon looks on the side.
Now, let's test it out!! Open up a new icon. I used the image on the left. Again, it's me.
Make sure you're currently on the action you just saved. Click on this icon here (Play selection). Now, your icon should have the same steps the previous one did.
