Make a new layer. I made mine size 200x200. Click on your text tool and type anything. I typed in Lizlilstar. ;] I love stars^^

Now, add effects to your font. If you want to learn how Click Here for the tutorial.

Duplicate the above font layer and move it a little below the other text. Go to [Edit >> Tranform >> Rotate.] Rotate it however you want. Set the opacity to 35%.
You can stop here or keep going with effects. Click on the Text tool: A new window should pop up called "warp text". For the style, select Arc Upper. You can change the rest of the settings until you like a style. I left my settings a lone. Then click ok.
