Open up any image you want. I chose a previous layout made for this site.
Select the Elliptical Marquee tool (M) 
On the image, make an elliptical shape anywhere. Make sure
you hold down the "Shift" key the whole time. By holding down the shift key, it keeps the shape at a regular and not irregular form.
Once the section you want is selected, Select the Move Tool (V) 
Place the move tool over the selected area, hold down Alt and and drag it down. Place it wherever you want it to go. Repeat the steps as many times as you want. Try using the other selection tools to make something creative! :)

This technique is also great for making icons like the one on the left.
