Get the image you want to put a transparent selection over it.

Make sure you have the color you want as foreground color. I set mine to white. On your toolbar, click on your shape tool. On your layers settings, change the opacity to 47%.
If you want to go even futher with the transparent effects, add a pattern to the shape by double clicking on the layer. Check Pattern Overlay and select a pattern.
