Create a new transparent background (Ctrl+N), a square works better but you can use any shape or size. I made a 300x200 background.
Now make long rectangular selections like mine below and then fill them in with any color you want with the paint bucket tool. I used the color #f383d7.
Deselect your selection (Ctrl+D). Next, to apply the effect, go to [effects>> distortion effects >> polar coordinates]
Select rectangular to polar and the edge mode to repeat. Click ok and your effect is done!
To fill in the transparent spaces, create a new raster layer and fill in that new raster layer with any color. I chose the color #a8f850.
The move that raster layer behing your bursting effect layer. My final product is on the left side.
