Create a new layer (Ctrl+N), any size you want.
Click on your Pen Tool located in your tool bar: 
Under Mode select 
You can change which mode you want to use depending on what your doing, same with your line style and width. I used a dash line with a width of 2 pixels.
I made a squiggly line and my final product looked like this.
