For this tutorial, we are going to use this image.

Go to [Adjust>> Sharpen>> Sharpen More]. Duplicate the layer and set the opacity to overlay. Duplicate the overlay and set that opacity to Screen.

Screen opacity to 100% and the overlay opacity to 36%. Duplicate the screen layer that has opacity set to 100%. Now you should have 2 screen layers. One with opacity 100 and the other 52%. Add a new roaster layer. Fill it with the hex code 93F6FF and set it to Burn 18%. [Layers>>merge>>merge visible.] Click on the tool and select soften. Make sure the size is set to 7 and hardness 14. Now soften up the skin. As you move into smaller places like around nose & mouth, change the size of the brush to a smaller one.
