This is the picture I start off with. It's a picture of me and my kitty. All you need to do is open up an image. This tutorial will work better with darker pictures than with light pictures. If you use a light picture, it may look different, depending.
Make a new raster layer and set it to exclusion at 53%. Fill it with #15168d.
Duplicate the background layer and set it to softlight at 28%. After, make a new layer and make it screen at 32%. Fill it in with f4b6ee. Duplicate the background layer again and bring it to the top. Set it to darken at 46%.
Go to layers, merge, merge visible. I want a light pink shade to my image, so go to layers, new raster layer. Set it to color(L) @ 20%. Fill it in with #f4b6ee. Duplicate the background layer and set it to softlight @ 38%. Layers, merge, merge visible. Adjust, sharpness, sharpen. NOW your done!! My final result is on the left.
